The Relazione Illustrativa to Italy's draft Manovra 2027 sets out a wide-ranging overhaul of machine gaming: AWP stakes and prizes doubled for the first time since 2006, a one-point PREU increase offset by a tax break for higher-payout machines, new rules for no-cash-prize devices and a first regulatory framework for LAN gaming rooms.
Italy's draft 2027 budget banks €1,155m from machine measures on the explicit assumption that adapted AWPs turn over 30% more. Across Italy, the UK and Brazil, the decisive gambling choices of this cycle were made by finance ministries and cabinets — and harm policy is becoming a residual of the fiscal forecast.
The technical report attached to Italy's draft 2027 budget implies €2,586.63m in gambling-related revenue across 2027-2029, with AWP and VLT measures and concession extensions accounting for the bulk of the total, according to Agimeg.
Giorgia Meloni confirmed that "another €700 million" will come from the gambling sector in Italy's 2027 budget. A draft reported by trade outlet Jamma suggests the burden would fall on land-based concessions, AWP slots and VLTs rather than online operators.
